The scheme is part of a wider redevelopment of Penistone, which includes the construction of a new Tesco supermarket .
Planning officials accept the building, with a high roofline would be "dominant" in a conservation area, but say the distinctive structure would help to draw visitors into the area.
The design was also intended to deter crime, with gates to prevent access when the building was not in use and walls around the base of the structure designed to make it awkward to use them for seating, in an attempt to prevent it becoming a gathering point.
Councillors have been recommended to approve the scheme.
